How should Rushcliffe be run?

A new law means Rushcliffe has to ask people whether it should be run with a leader and cabinet or by an elected mayor. People are being asked to choose one of two options.

Currently 50 councillors are elected every four years. Councillors from the majority party elect a leader each year and they also select the cabinet. Councillors choose a civic mayor whose job is to attend functions and be a ceremonial figurehead.

The first option is similar to the current system and is based on a leader and cabinet. The differences are that the leader would select their cabinet, would be in office for four years and could only be removed by a vote of no confidence. A civic mayor would be appointed in the same way and would carry out the same duties. This option costs the same as the current system.
 
The second option is very different and involves electing a mayor involving an additional election. The mayor would be elected by residents every four years. The mayor would select their own cabinet and could not be removed from office by the councillors. The role of civic mayor would probably no longer exist, but a councillor could be appointed to carry out ceremonial duties. This option would cost more - a separate election and a special allowance for the mayor who would have more responsibilities.

The Council is asking for views between 1 July and 30 September. Views can be emailed to consultation@rushcliffe.gov.uk, completed at  www.rushcliffe.gov.uk/leadership or by writing to the Council at Civic Centre.

The Council wants to know which option people think is best and their reasons. The new system will be introduced in May 2011.
